The First 5 of Santa Clara County is the state and county agency that sets policy for services for children under 5 years of age and their families. The funding comes from a voter approved proposition that added a 50 cent tax to each pack of cigarettes. A full description of the Commission and its policies can be found at the First 5 web site.

The Inclusion Collaborative of Santa Clara County leads the effort to provide every young Santa Clara County Child with a quality early learning environment. The Local Early Education Planning Council (LPC) is a collaborative association of representatives from the early care and education field, including parents, child care providers, businesses, and government. The Council brings together parents, community members, government representatives, and child care providers to:

  • assess local child care needs
  • set local priorities for use of state and federal funds
  • affect public policy decisions regarding early education and before & after school programs
