    Minutes Approval

    There were no amendments to the previous meeting notes. The agenda was amended at the end of the meeting to include an action item for the Student Equity Plan presentation and the Annual Governance Reflection and Handbook review agenda item was moved to the next scheduled meeting.

    Enrollment Services Reflection

    Admissions & Records

    • Workload is manual in nature
    • 1,000 students within the first 50 hours of the zoom help desk
    • 1,800 emails waiting for answers in the our
      during our peak season
    • 5 Positions Total
      • A&R are the first point of contact for ALL student populations
      • Over 20 forms in Adobe Sign for students, faculty, and staff

    Assessment Center

    • AB 705 changes are ongoing
    • Moved all assessments (English, Math, ESL) and Science exams
      to an online format for the COVID-19 shut down

    Evaluations Unit

    • Having a departmental email ( which allows students to reach any one of the evaluators
    • Working with Parchment to implement digital diplomas 
    • Moved all forms online

    ISP Office

    • International Student Application - The online international student application software, SLATE, was fully implemented effective Winter 2020.
    • Spring 2020 New Student Orientation Program was successfully moved from an in-person event to a virtual event within a week.
    • I-Virtual Services - all services were moved to a virtual platform overnight after the school closure announcement.

    Outreach & Relations with Schools

    • Outreached to 13,647 students with 166 outreach events.
    • Developed and conducted zoom application workshops and zoom orientations at 15 high schools.
    • Updated Online Canvas Orientation to include step by step videos on how to navigate their portal,
      finding the results of their placement, and creating an abbreviated education plan. 

    Men of Color Community

    • Summer Bridge Men of color – 45 students
    • MC Rock The school bells event Nov. 19 – 500 students
    • 813 men of color total have signed up through the interest form

    De Anza College Promise

    • Promise summer transition program for new promise students every
      Thursday in August and Sept (7 sessions)

    Basic Needs & Food Pantry

    • Total visits: 13,110 (1,199 unduplicated)

    Veterans Resource Center (VRC)

    • We serve about 330+ Student Veterans (students who use services and are affiliated with VRC) 
    • 2020 Fall quarter the VRC welcomed additional 40 Student Veterans
    • VRC Virtual Lab (drop-in hours) 
    • Veteran Scholars’ Journeys Project
    • Computer loans

    Galoyan explained that about 20-30% of the De Anza applications have to be manually cleared due to errors and overall, they have about 30,000 applications a year. They have had quite an increase in dual enrollment for adults as well as high school students.

    Wheat explained that the AB 705 work is ongoing because it is essentially a two-year pilot program that will be reviewed when completed. This is a new state law where students have the right to access transfer level English and Math classes if they fall within certain guidelines from the state.

    • Shively commented that the ESL classes are down about 25% and that not all students are prepared for college level English classes. He felt that AB 705 is a disservice to the students in this regard.
    • Glapion wondered what the success rates were for students in these classes and that we need more information.
      • Wheat responded that success rates and other data are being tracked by Institutional Research and will be part of the data reviewed at the end of the pilot. They are working with the ESL program to make sure students receive clear information about deciding whether they should take English or ESL classes.
      • Galoyan also mentioned that international students also sometimes need to take the ESL classes as well.

    Aragon mentioned that last year (2019-20) they had about 2,700 in the cohort, this year the total is over 4,000 (this includes first and second year students). While some of the Food Pantry services could not be offered during the pandemic, many did continue such as the Mobile Food Pantry and grocery gift cards.

    Student Equity Plan (Reimagined and Revised)

    Alicia Cortez and Mayra Cruz presented the Student Equity Plan.

    The current Student Equity Plan was reviewed by the Community College Chancellor’s Office and Center for Urban Education. From that review, new recommendations and a plan were created to:

    • Integrate racial equity and student success factors
    • Integrate new strategies and activities into the19-22 SEA Plan
    • Activities and tasks are time bound - 3, 6, 9, and 12 months

    Recommendations from the Equity Inquiry Team include:

    1. Adopt the new equity framework (racial equity + six success factors = equity framework)
    2. Assess student needs from disproportionately impacted communities.
    3. Develop an equity vision that drives our equity work.
    4. Charge the administration to advance and uphold the vision in all college endeavors.
    5. Charge Faculty Senate, Classified Senate, Unions, DASG, and College Council to promote/create a culture of equity-based evidence and practices with faculty and staff and administrators
    6. Develop best practices for each department, program or unit based on research. Apply the continuous improvement cycle, assessed and improved in the next 3, 6, 9 and 12 months.
    7. Show financial investment in all equity work.

    Mieso said that racial equity needs to be integrated with campus-wide engagement and commitment and that this plan gives us something to build on. He also wanted to point out one of the bullet points on slide 3 that of the 46 total activities presented:

    • 73% were identified as program and structures with significant number on student services

    At the conclusion of the presentation, the committee was asked to approve the plan. Some members felt more time was needed to review the plan before a vote took place. Shively commented that some of the items being asked were negotiated items and would need to be discussed further.

    • It was decided to go ahead and amend the agenda to include this as an action item and to proceed with a vote.
    • The motion was brought forth and was seconded. The plan was then passed with a majority vote by the committee.*
    • Comments and input on the revised plan can be submitted by June 8th.
